Fair question, what about new player killers? Without Ruin?
Let’s accept their premise that Ruin made the game unfun for new survivors, let’s also disregard that playing against red ranks because of matchmaking being so bad is unfun for them too.
What about new killers, who struggle to end one chase before the doors are open? Learning Ruin from Hag or shrine was probably their best chance to slow the game down (just a little bit) now what do they do?

The game is much harder for beginning survivors than beginning killers. Technically beginning killers don't have Ruin anyway unless they get Ruin from the Shrine or immediately purchase and raise the Hag to 40 before playing any other killer.
That's kind of the reason I only use Ruin on killers who NEED it (Trapper, Hag, Michael). For everyone else, it's just a crutch that can be compensated for by knowing how to end chases quickly (whether that be by catching the person or switching to an easier target)
That's not to say that new killers don't struggle. But new killers do MUCH better than new survivors and EVERYONE with any experience in this game will agree to that at least.

I’m confused you say new killers do better than new survivors, but you started by saying the game is much easier for beginning survivors than killers?
Also I won’t agree, and I have lots of hours as both role and have reached red rank as both (for what it’s worth anymore.). New killers have no help and must juggle 4 players.

Both new Killers and Survivors suck. Simple as that and that is also why you do not balance a game around such players. They have no idea how a game is played, so why should they be the main factor for game balance?
Once you get out of low ranks though, that's when the learning curve and skill curve show up. And that is also when Killers start to hit ceilings that Survivors do not. This is a big reason why I (a legacy player from launch) basically stopped playing DbD but MAYBE once a month now. My effort as Killer leaves little to show for it as I go up in rank. I can't out skill hard locked limits, I can't get good and get better when the game doesn't allow it by basic math. Mindgames are one thing you can learn and effective use of Killer powers is another but those are nothing in the long run.
Map size is a problem when the Killer can lose a gen to just walk from 1 side to another. Map layouts are a problem with they allow chases to be up to minutes if looped well. Survivors having MULTIPLE second chances stacked on top of each other before perks/items. Gen speeds that see half the game gone by the time an average Killer earns 1 maybe 2 hooks out of 12. Survivors having nothing to do when not in a direct chase outside of working gens. The list just goes on but I frankly don't care to keep going.
You need to balance a game around skilled gameplay. Not the top 1%, maybe not even the top 10%. But the top 20% at LEAST should be the main focus for gameplay balance and in that skill level Killers need to put in ######### LOADS more effort than any Survivor thinks of using in order to just stand a chance.
