Is gate keeper bugged or just nerfed to the ground.

Had a game, only two gens were completed. I get three iri emblems for everything BUT gatekeeper. What do I get instead? Absolutely nothing. So, can someone help explain the new gatekeeper better than what was mentioned, i feel like I'm missing out on something. Are we supposed to let survivors do gens? Because for the first I would say 3-4 minutes of the game no generators were completed. So...can someone explain this to me?
