My take on the ruin situation.
As a survivor player this perk feels like a breath of fresh air now. I dont have to worry about potatoes ruining my game with their lack of skill to hit skill check or just knowledge to work through it and hit the bad part. It doesnt matter to me just dont miss the normal skillcheck and blowup the gen. But on killer its pretty bad. While the regressing sounds good on paper this change is still only going to effect the people it was made for. The new players. New players are the ones that spend immense amounts of time wasted not on generators or scrambling for saves because they cant loop or not get caught in under 15 seconds. This change only makes veterans have a tougher time in their killer games and nobody is going to use this.
You're going to see pop goes the weasel every game probably combined with Corrupt intervention. Its going to be so much more viable and helpful. For me as a primarily legion player slow builds every game will definitely be a thing from now on no more debates on it. For other killers that don't have the speed and ability to make survivors stop and heal at least for a small amount of time its going to hurt them most. I understand you want to make the game fun for everyone but this isn't the way to do it in my opinion at least. Sure with your internal testing maybe it worked fine but do understand you are a few people of varying skill compared to the millions that play this game all day and those that do it for twitch and youtube careers now.
I've played three games on Survivor and three on Killer. On killer i performed not as good as i normally would've but that was the intent to remove reliance on that perk but the game didn't feel any longer at all. Probably the same amount of time at best.On survivor ruin had no effect on me just from the fact that i only got off the generator when the killer came at me to make me get off but that doesn't stop the other three that may be on the generators. But the perk also got cleansed.
Instead of changing this perk because of its crazy usage maybe look more into solving why people use it so much. Nerf generator speeds, give another objective, maybe give all the killers better ways to do things or deal with loops i dont really know but with this nerf in place i think a generator completion nerf could possibly be fine now. The biggest issue i have with this change though is the reasoning. Nerfing it for the sake of new players as i said wont work to begin with. They can't hit great skill checks, they dont know totem spawns which if they did this perk wouldnt be an issue anyway, and they can't survive long enough to find or do the generators.
Balancing a game for newer players is also not a good idea in my opinion. Firstly because your hardcore players/fans are what makes you. They are the ones playing your game and getting it out there alongside whatever marketing you as a company do. While i personally still intend to play this game at least until i'm no longer enjoying it. There are others like myself that are the hardcore fans of this game and have gotten other people to play it and buy the game. But when those players stop playing the friends will generally follow. My couple of friends only play this game when i'm playing with them and this isnt to gloat and say you have to listen to what we say or we'll cancel your game. Its just something to think about and consider. You have your big streamers that stop playing because of these types of changes and issues that you guys seem to ignore. You have youtubers like TydeTyme and Noob3. TydeTyme seems to just hate the game at this point but he makes the content for his fans. Noob3 hasnt been making videos on the game as much lately for some outside issues but also due to his frustration with the game and issues that dont ACTUALLY get solved.
While i'm sure this change will go through anyway because they always do, but continuously making changes like these will surely put your game into the ground, especially with the upcoming of other games in this genre like Last Year and the upcoming Predator game. You see what happened with Deathgarden due to not listening to players. It'd definitely take this game longer to get to that point but it can happen fast.

Why should gen speed be nerfed if survivors have only 30-35% escape rate in red ranks? You want survivors to stop escaping completely? Where is the logic? Should DBD just become a survivor stomp?
If anything, the gen repair speed must be faster, because right now we are far away from the 2k / 2 escapes that DEVs set a a goal for balance. Right now it's almost 3k - 1 escape on average.

I mostly suggested that since people like to throw it out so much but gen times are very fast without anything slowing them. Also with their stats they've shown most killers are around that 2 kill average. But no the game shouldn't be a survivor stomp.I dont really know how to talk about this i wasnt expecting a response like this for that one specific thing xD

Only reason the kill rate is so high is the games absolutely abysmal ranking system. It boosts survivors to levels they don't belong and then when they go up against a killer that actually learned the game they get eaten alive. A killer pitted against a group of equally skilled survivors will lose 99% of the time.

Do you know how these stats were made and what red ranks mean in those stats?
I will tell you, it means a red ranked killer was in the game and the rank of the survivors did not matter at all for this statistic. A red rank killer will most likely bash green ranked survivors. Is this a red rank match to you? Well it isnt to me.
Oh and before you get any ideas this was stated by the japanse community manager, a bhvr employee.

It's really funny to read "As a survivor player this perk feels like a breath of fresh air now" while talking about a killer perk. That is legit hilarious.
As survivor, Ruin was the only thing that made the mind-numblingly boring task of repairing gens challenging. Regular skill checks just make sure the survivor is only half-asleep at the wheel rather than fully asleep, gen repairing is a joke, and for something that is not entertaining at all to do it rewards very few points.
It's pretty silly that new Ruin benefits killers who can get survivors off gens, and those are the exact killers who didn't need Ruin anyway because they could get survivors off gens. This perk makes them stronger, not that they need it, and it makes the weaker killers even weaker by taking away the perk that gave them a bit of breathing room at the beginning of a match. Brilliant.
What I know is that when I play survivor I can look forward to bringing Small Game every match and then still dying to NOED because I only found four of the five totems, which is pretty up there as one of the most frustrating things about playing solo survivor. Ruin is much less frustrating, and because it's a teachable perk I don't even see Ruin that often when playing against low rank killers. I mean, if 80% of red rank killers use Ruin, and 45% of all killers use Ruin, then that means what, less than 20% of non-red rank killers use Ruin? Isn't that how it averages out, or am I doing the math wrong? If I'm right and it's less than 20%, how is that even an issue for inexperienced survivors? If inexperienced survivors are going up against Ruin a lot, then that shows a problem with matchmaking more than the perk, I'd think.
Dying to NOED multiple times in one night after cleansing 3+ totems is going to get me to turn the game off early a lot more than going against Ruin multiple times in one night, I know that one from past experience.

I suck at this game, though I've only been playing for a couple months. But, I agree with your argument. I don't think the game should be balanced to accommodate players like me. I think the dynamics should reflect balance at the highest levels. The rest of us should aspire to get better, not complain and blame the game. Appeasing low-skill and mid-skill players, even if they comprise 90% of the player base, is ultimately bad for everyone. It gives the wrong feedback and provides no incentive to improve.
There are many examples of how imbalances of all sorts persist in this game as a result. I am currently a RED RANK 4 player. And let me tell you - I have no ego invested in concealing this fact - THAT IS ABSURD. My skill level is so far below other red rank players I get matched with that I honestly sometimes feel really guilty for getting them killed or for boring a red rank killer. I am one of the players you're talking about in your post - I avoid being chased at all costs, because when I do get chased, I almost invariably get downed in 15 seconds or less. I know full well that is not how the game is supposed to be played. But that's how it goes usually when I face a red rank killer. The only exceptions are when my red rank teammates intervene in some way to save me.
The imbalanced matchmaking stresses me out. It's not as fun as it should be. I know the matchmaking system is another issue altogether, but I mention it as an example that proves the principle: Make balancing decisions based on how the game SHOULD be played by competent players, not on how the game is ACTUALLY played by mediocre players like me. I'm not proud of my red rank because I didn't earn it. I just play a lot. And I weigh my teammates down most of the time because of it.

Matchmaking is so ######### I wouldn't be surprised. Heard they were planning to hide ranks in the post match screen to shut everyone up about matchmaking which is so terrible I can't even explain it. Why fix it when you can sweep it under the rug?

Taking stats at face value, without context, shows a clear misunderstanding of stats. Especially considering that a game is considered "red rank" with only a single red rank survivor, one hook suicides, as well as mori deaths are all coded equally as sacrifices... without context these stats are useless. Oh and as a bonus aside: pipping as a survivor is about as hard as breathing so the red ranks are full of boosted potatoes. For every 1 pro survivor in the reds, there's at least a dozen jen jockeys who can't play the game properly. The ranks are seriously a joke most of the time. I really wish people would stop quoting the stats as some kind of silver bullet. They don't lend any weight whatsoever to your argument and thinking that they make you look foolish. Since by those same stats, the nurse is the worst killer in the game. And we all know that isn't true.

The escape rates are only so low because the ranking system is completely broken, absolutely awfull players are at red ranks, lowering the stats significantly.
