Devs wants consistency - So make new Ruin consistent

Surveillance, Pop Goes the Weasel, and Overcharge all require the killer to kick the generator for their effects to occur.


With new Ruin, Surveillance ignores this requirement while PGTW and Overcharge still need the killer to kick the generator.


Remember that the devs say they want their game to be consistent. This is why Legion was nerfed with things like Play With Your Food and NOED.


So as I see it, the devs have a decision to make to keep their development process on track with what they've said; either all of these perks should have their effects occur when a Survivor hops off a generator with the new Ruin, or none of them should.


It would only be consistent with their desires, after all.
