Do you think the new Ruin would be better if it applied a natural slowdown?

I've been thinking about how this new Ruin will work in games and the I noticed that if a survivor just stays on a gen than that gen just gets finished at a normal time. As the killer you can't pressure all survivors so I think that if ruin applied a natural slowdown such as -20% to repair or making it so skill checks, tool boxes, and perks cannot make gen repairs faster than this perk would be worth using.

It would also complement nicely with the natural regression it gives gens so it would punish survivors who get off them more severely which I think is fine since they can still get a gen done at a decent rate while this hex totem is still active.

    A natural 5/10/15% slowdown would be perfect. It's a high reward so it would actually make sense for ruin to keep on being a Hex. It's not op, it's not weak, very efficient when combined with other slowdown perks and it doesn't punish new players. I think it would be a great change.
