1. In my experience the matchmaking is usually +/- 6 . But there are indeed scenarios in which the matchmaking gets expanded and you can be matched with a wider range of ranks. The developer said once, they will look into the cases where the implemented matchmaking doesnt take effect. Please keep in mind that playing against or in a survive with friends group, the player with the highest rank serves as indicator for the matchmaking. Also in european servers you will see low rank killers getting matched with higher rank survivor. In my opinion this is due to a lack of high rank killers as result of matchmaking, rank reset, survive with friends and the less attractive killer role.
2. There is no item in the ptb survey regarding the ruin changes. If you want to give your feedback to this, I would recommend posting your opinion in the feedback section on this forum.
3. Like I think, and please dont take it as 100% correct, the majority of the players are lower rank. I would estimate around 10-15. I somewhere heard that only about 1 or 2 % of the playerbase are red ranks. I could be very wrong here. Its just a guess and my information here is outdated.
I would not say it is to close the gap between beginners and experts. It is just to help inexperienced players. The developer noticed a huge frustration for survivor player at around rank 15 regarding ruin. Like I understood it, they were not considering consequences for high rank players.
