Um, well, before it was fixed you could just easily buy a part of a set and switch it with other parts from other sets. I just know that I managed to break my set because I bought Chris's full outfit while having only the shirt and pants for RE4 Leon

I think they meant that the perk had an issue where if a survivor was picked up and wiggling, even if they perk was activated they couldn't pull the pallet down, not that they're changing it so that you have to wiggle before using it
