In my opinion buffing a new killer that just came out is a bad idea, becuase people don't know how it really works yet. IF you want to give the new killer those boosts then making survivors run 10% slower while using EMPs is the worst idea ever. This will make chases very easy for the killer and impossible for the survivor…
