I would assume not because it would only afflict the survivors in the injured state, not the dying state I got this from the wiki, i do not know how it works in practice

Some perks give bonus bp like we're going to live forever or bbq. (up to 100% bp in every category) And if you play survivor maybe you can ask the others if they can burn a bp offering that involves other players like blood party streamers.
