"Pretty much useless" means very low chance of success. Completely useless would refer to 100% fail. 50% increase in cooldown is too much.

Everything in this upcoming patch (as for now) is good, except Hellfire's cooldown.

But can spam the dash as much as he likes and survs don't get that much distance since, eh, it's a dash. Hellfire is pretty much useless against good survs. You can only use it to counter bait them to body block windows and pallets or hit them if they are locked in an animation.

I think Wesker is more punished simply because he goes much farther if he misses the 2nd dash. Wolf's 2nd pounce is basically instant and it's pretty common for you to hit your head twice on the same object because of that.
