The biggest issue with the "perks into addons" statement is in bubba's case thats a GREEN addon not Ultra Rare even with THE BLIGHT is still just a RARE not Ultra Rare. and as my OP has mentioned, the Whole Theme for IRI (Ulrta Rare) addons is to "add a new play style mechanic to each killer." which the BLACK BOX does not.
