Maybe it can shrink the terror radius after someone is rescued from hook. Something like "After a survivor is rescued from a hook 32 meters or more from you, your terror radius is reduced to 0 (or reduced by x meters) for 20 seconds." Obviously the values would need to be played with. I feel this would make it strong, but…
