This one is pretty hard to judge, it's definietly a bug but there's 2 possibilities, due to how poorly the description of this perk is written. What do I mean is that the description doesn't specify when the perk "activates" and when it "deactivates", it only mentions that it "does not activate when you're already Broken"…

I've literally just played a game with Jagged Compass and Floods of Rage and I've gotten the effects of Floods of Rage on every single unhook. Maybe the order of equipping perks matters? I don't think this is a bug since by default you get sent to a random map, which includes Midwich. The green map offering increases that chance, making it more likely to win the map roll than any other map. Just experienced this bug on PC after getting stunned with a pallet during Slice & Dice. Using Slice & Dice again fixed it.

I've seen this multiple times now, since the re-release so it's either not a bug, or quite an old one.
