Yeah, I have this exact same issue. The other 3 charms have a little "Owned" tag on them, the Launch one doesn't. Complete both pathways just in case that was bugging, but still not awarded the charm on completion.
@James_1410 Quite right, this is happening against all killers, randomly. Seems to be happening with a variety of stuns. Wonder if/when the devs are going to address it, seriously game breaking.
