What about if there's no cooldown attached at all? Thrilling Tremors is activated each time you pick a Survivor up. The point of the perk is a tracking perk and not a gen blocker perk. Killers ranking up based on Kills was a thing, it ended up with Killers tunneling to secure Kills.
