Trust me, I want an actual map as much as you do, I was just giving what I think is the most likely circumstance, and I do agree that this chapter has more of a chance of getting a map than previous recent chapters.

My guess is that they'll probably have Leon and Claire as survivors (with Jill and Chris as likely legendaries) and Mr. X as the killer (with Nemesis as a legendary maybe). There probably won't be a map, but if there is, Racoon city probably.

Legion, heavily underestimated potential, great slowdown abilities and literally cuts the amount of actual good chase plays you need to make in half. It's just the fact that you are overly punished for messing up that makes them seem worse than they really are.
