Definitely not. He has quite a few counters already and he isn't that strong. In fact, I believe a slight buff could benefit him. Nothing too major though.

I'm pretty sure it could. I agree with Gwi-Nam being the killer, and possibly Nam-ra being the survivor.

Trickster 'cause he can just spam his knives and you can't really do that much to avoid that. Sure, you can hide behind a wall for a slight bit, but he'll catch up to you and continue throwing his knives.

Being in close proximity to a hooked survivor makes the killer lose points, so in reality, they're just harming themselves. And I don't believe a game like DbD will ever achieve perfect balance - there will always be an imbalance of some sort, even if it's not that big.
