I can't say for certain, as I don't own a Switch and haven't seen anybody mention it. However, Characters purchased in-game via Auric Cells seems like they'd transfer to other platforms, despite the characters being bought on Switch.

Yes. You gain all previous rewards. If you want, you can wait until you get to Tier 69 (which is when you'll have accumulated tiers amounting to 1000 Auric Cells) and then you'll get all your cells back.

4.5K IS isn't a lot by any stretch, however, it was outlined… somewhere, that it was a flat 4500 IS, not 4500 PER DLC.

But the thing is they removed cosmetics from people's lockers and exchange they said they'll give shards. Not requiring anything shouldn't matter. They were said to be given and 2 weeks later there's plenty who haven't gotten anything.
