Rank doesnt mean much, therefore basing a perk on it doesnt make much sense. Rank 1 survivors' skill differ vastly and its already top of the rank. Personally, i agree that ruin needed a rework, but the current version feels too weak.

Dont nerf hag, adjust her ability/powers. Make her a bit stronger, but rework her ability to camp a hook.
