Basically because those ones are killers that have higher mobility and/ or stop looping, which survivors really hate. The reason for nurse being hated to play as is probably because she is able to constantly stun herself

I think that a good use for the dog would be to make looping sessions a lot shorter. And not many killers have the kit to do that effectively (only ones I can think of are nurse and huntress)
