Still broken in 5.0.0.

I'm starting to think that maybe the "issue that could affect performance if a gamepad is plugged into a PC" they keep fixing is a different one.

I confirm this issue is NOT fixed in 4.7.1 as well. Trying to use mouse as the right stick with Steam Controller results in massive frame drops. Strangely it may work fine in the tutorial, but not in the actual game.
