Glad to meet a fellow fan! There's no limit to how many Ghosts can be on the map. However, Ghosts don't respawn like Zombies do. Once they get hit by the Camera, they're gone for good. You've got the Stone Mirror right; the Survivor team could potentially make a maximum of 5 over the course of a game.
