I've noticed this while playing nurse. Don't think it's a bug, it definitely is annoying though since I believe everything else that uses charges works the way that you described it should work instead of the way it currently works for Nurse. You also didn't follow the bug report template or provide very much information. Is it reproduceable? Is it consistent? How often does it occur? What conditions were created to cause it to occur? Did you count hook states correctly?
