You had until June 22nd to sign up for the newsletter. On this day the masquerade started and you should have received an email about the new event. At the bottom of that email was the code for the charm. It wasn't a specific email about the charm, just a normal looking newsletter sent out on June 22nd

I had the same problem as surv and killer but was still able to complete the challenge without random perks. Its somehow broken

I think it's not working like intended cause the old Dead Hard gaves you a sprint, back when the tome was released. I tried many different ways to do the challange and the only thing that worked for me was vaulting a window to avoid a basic attack with DH equipped.

I think they fixed another problem whose solution also affected this problem. That's why it wasn't in the patch notes. Nevertheless, with the changes in 6.7.0, they have unfortunately reintroduced the original problem

I have the same problem on PC/Steam and there are a bunch of people on reddit talking about the bug beeing back since 6.7.0
