I assumed that it would stack. For example, on a non-perk, regular miss on a check, it's 10%. The text of OC made me believe it took 5% off the total gen, resulting in 15...but the way Weapon says it, it makes more sense. 5% of current progression (25%, in his example.) IDK, text of perks kind of spins me around sometimes.
