Experiencing the same bug. It can happen during the pallet stun animation, while they're breaking the pallet, or picking up players. You can blind them, but its taking around 3x the usual blind length, which means you can't get blinds on killers in the usual ways from fixed animations. Here is a GIF image showcasing this…
