Thrilling Tremors and Surge cooldowns are too long.
I want to use these more but the cooldowns are too harsh I suggest: Thrilling Tremors from 60sec to 40sec. Surge from 40sec to 30sec. These are my rough estimates but any change to lower the CD would help. Especially considering strong perks like borrowed time have no cool down at all. Thanks.
