A big point of why Chucky hasn't come to DBD is his small stature. Would you like a Child's Play chapter even if it meant you would play as Nica or Tiffany instead? EDIT: Chucky as a doll would ofc be present as part of the Power. But the main killer would not be a doll.
After playing killer for a while, I feel like I've noticed that more often then not the "hard" survivors are on pc. Like, if I have a game with 4 console survivors, it's much easier to get a 4k then on, say, a game with 4 pc survivors.
