Survivors have 137 perks in game atm and killers have 118. A large chunk of survivor ones have big stipulations for a small buff for non critical objectives.1 -

A SWF wouldn't really gain from it they already are calling out where killer is if hooked. The perk is kindred that's 8-16m range on level and is countered by undetectable/blind.2 -

That extra 10 seconds on a hook is rare to even hit out of proxy camping killers, and at that point your already shafting yourself proxy camping that hard.1
