The quality of the perks decrease the further down on this list that you go. Agitation is the best because it makes bodyblocking and sabotage harder.1 -

Killers that run Nemesis would then tank your 'rank' as they would end chases somewhat quickly. Same with Legion, as they play a hit and run game.3 -

Jason would fit with the rest of the cast better, he's also infinitely more iconic than Pennywise. However, Pennywise is much more likely due to both Friday the 13th Lawsuit and Game.1 -

Nemesis ends chases shortly after the killer gets stunned, that's the reason why Bubbas use it to get PWYF stacks.2
