rare or not its an issue. even retaliatory toxic behavior is toxic, and it doesn't help fix the initial toxicity it just reinforces it.1 -

Those are the individuals who are generally the toxic ones. "Let the world burn, im doing fine" logic. Toxicity kills communities, and if nothing is done about it the game will follow.2
