Most likely a mistake. Your movement speed's supposed to be 109% while using Vanity Mirror. It does decrease the movement speed by 7%.1 -

He is not a low tier killer. He's power is extremely helpful in denying loops and slowing down the Survivors. Anyway I rarely play him as I don't really find his gameplay interesting.5
