Map size and gen placements were already changed on most of the larger maps. It didn't do anything. Add 10-20 seconds and make the game fair again.1 -

Konami said so, that's why. My guess is they wanted their DLC too be special from the others so they made BHVR go with the Legendary outfits.1 -
