I don't think that disconnection penalties apply until the game loads in so those that disconnect because of offerings aren't hit by them.2 -

You are indeed correct that tweaking numbers is easy. Which is exactly why it's so ridiculous when those tweaks aren't quickly put into the ptb for testing before going live.2 -
