The problem is I don't want to see a meta where everyone basically only has 3 perk slots. It would become stale and the devs do not want that either, hence why highly used perks get nerfed.1 -

That extra 5% is a tremendous deal, just that alone would have helped since being 110 you can really feel the difference. Imagine how much more trash those 4.6 killers would be if they were 4.4 Again…1 -

He is also 115% move speed now which is another huge deal.1 -
