I totally agree on this. Even the 40 seconds cooldown could be reduced to 30 seconds... i don't think it would make it op; but at least the perk would be good.1 -

Like someone else said in a previous thread: it would be dope if killers could hide in snowman too. You'll probably need to give them undetectable... but i think its a neat idea.1
