Re: "Hidden Perk" Should BE a Perk
Let me clarify, the random perk is itself a perk. Equipping it allows for a single perk slot to be made random but that perk you end up with is stronger. Make it universal and boom.1 -

It makes the effect solely to counter endurance and not be a noob stomper. Personally, I'm fine with this change.3
