I am once again suggesting that BHVR immediately start a match when 5 players are found. Then the ability to lobby dodge is removed entirely, and then the matchmaking system can function properly.2 -

Ignore the Steam reviews. They got review-bombed just before the healing nerfs went live. But yes, tunneling needs to be addressed ASAP.6
