I'm fairly sure the devs simply had no idea of what to do with him and they added a worthless extra mechanism to slow the game down, but that is an epic failure2 -

It's not detrimental, but it has bad synergy, the usual poor understanding of the devs. As a slinger you mostly 1v1 survivors, so 90% of the time I'll hit you and continue to chase to down …4 -
