The timer goes quicker by half if you don't hold to recover. If you don't recover at all it's just 2 minutes.1 -

1) and 2) would be a good start, don't really care about the rest. Get rid of MMR on top of that. All it does is to enforce kills vs. escapes, meta vs. meta.3
