No they mean exactly that. It's a filler addon that does basically nothing. It's about as good as toolbox addon that gave 1 extra charge, very cool and useful effect.2 -

People who don't mind sluggish feeling powers. So probably almost nobody, look at billy who's cooldown aren't as bad as slingers yet near no one plays him.1
