They did submit the new patch, thats how they are still doing the event this weekend. Otherwise they would have had to wait until the DLC was released.1 -

This is different. The double BP patch was meant to be separate from the DLC, meaning it never went through the same certification process, as they did not expect the DLC to take so long.1
