Vigil was hit hard with the exhaustion update making it a bit useless, so a rework is in order. However, exhaustion perks were nerfed BECAUSE it was too powerful to recover while running.1 -

I think their point is, that the backend service update wasn't pushed on the QA testbuild, as it probably didn't have much to do with the event update.1 -
