Honestly just delete all Killers and replace them with "The Puppet". The Puppet has no attack and can't move, their power is that they pop up next to the survivor and make a loud noise…8 -

It only starts being worthwhile if you can simultaneously chase two survivors off of 2 semi-completed gens, at that point you're getting half the rate of regression that the two remaining surviv…1 -

I mean, maybe it fits the criteria but I honestly don't mind the perk. Maybe just remove the dash portion of it, otherwise it's a fine perk.4
