This is more for a chase thing. You know how good survivors turn the camera around to see the killer while in chase? With this perk Killer will get a buff if the survivor does that.1 -

It's not giving item, just dropping them on the floor (literally just stop gripping an item). We can already do that while healthy/injured, but I can't remember if we can do it while dying.3
