It's random but once a perk has appeared it's gonna keep appearing in future bloodwebs until you buy it. I make it a point to max out the perks I hate as quick as possible to get rid of them2 -

Considering No Mither is a trash perk against any other killer other than maybe the plague, I wouldn't use it just for the 0.1% chance it's the twins..7 -
