I just don't think he is good enough for anyone to want to master and even if they did, he's pretty weak so his peak potential isn't great. Using his power essentially adds an extra 8 …1 -

It's likely not fixed because the perk is so very rarely used that the devs, if they are even aware of this, will have it at the bottom of their list of things to fix.2
