The laugh lets you know a gnome has spawned. Find him, break him, unlock a charm for doing so. Provided you escape as a survivor, as a killer I don't think there are any extra steps.1 -

They'd be dumb to pass up on the opportunity to create a map for the chapter. So there is no doubt in my mind about a map being made for the chapter.2 -

Could be a bug seeing as the collision is intended to be removed after being idle for 30 seconds.3 -

Probably because they are quick to make which is useful when they need them every few months.1
