Only in maps like RPD and the totem spawns in library people swarmed the hook to get downed and revived. But really it's more of an issue with boons itself not the perk though.4 -

Honestly no it's not worth it unless you're a completionist or like the bloodied outfits. I barely can tell the difference between my Prestige 1 and Prestige 3's blood web.2
