Yup, I would agree. His dream pallets could technically classify him as an M2 killer, but they're way too situational and I consider them more of an anti-loop mechanic since they drive survivors…3 -

He's not in that pack. Only Felix, Elodie, Yun-Jin, and Mikaela are included as survivors. Kwon can only be bought on the in-game store.4 -

Perhaps they thought he wouldn't sell that well, so decided not to pay whatever the fee is for DLC add-ons and just keep him in the in-game store3
